20555 July 13,1979 IE Circular Nc. 79-13 REPLACEMENT CF DIESEL FIRE PLMP STARTING CONTACTORS Description of Circumstances:

On May 28, 1978, the Diesel Fire Purp failed to start remotely at Davis-Besse, Unit 1 facility cperated by Toledo Edison Ccapany. The cause for failure was defective starting contactors. A subsequent investigation into the cause of a similar failure en January 18, 1978, at Cervanwealth Edison Company's Cresden 2/3 Diesel Fire Pump identified a generic problem with Cur, ins Indus-trial Fire Pump Enginee.

Discussion:

The investigation revealed that Cumnins Engine Company issued a Service / Parts Topics No. 74T 13-3A announcing new ccmponents available for Industrial Fire Pumps (NH-220-1F, N-855-F, N-855-F1, NT-855-F2 series ergines) to inprove operation of inline 6 cylinder Industrial Fire Pump Eng ces.

In this topic, Cu mins recommends that when replacing the 118848 magnetic switch and 199573 DC relay contactor, use the new 217588 magnetic switch. The n. design component has a 6 ampere draw whereas the old combinati a has acproximately 3 amperes draw.

Davis Besse and Dresden sites have irp erented the corrective i

action reccmrended by Cummins.

Recc rended Actions for Licensees' Consideration:

All holders of crerating licenses or constructicn pemitr should be aware of the cotential problem of the type discussed above.

Secause of the generic implications in this matter, it is reccmmended that both licensees of ccarating facilities and holders of constructicn gemits conduct a review to determine if the above diesel fire puma engines are in use er piarned for use at your facili ty(ies ).

If these er.gir.es are in use or planned fr use, detemine if the Cummins type 1188J8 Magnetic Switch and 199573 CC reiay contactors are als employed.

For those ergines which have these ccn cnents, develop a pro-gram for their replacement with the new 217588 Pagneti'. Switch.
