20555 July 13,1979 IE Circular No. 79-13 REPLACEMENT OF DIESEL FIRE PUMP STARTING CONTI.CTORS Description of Circurstances:

On May 28, 1973, the Diesel Fire Furp failed to start remotely at Davis-Besse, Unit 1 facility operated by Toledo Edison Company.

The cause for failure was defective starting contactors.

A subsequent investigation into the cause of a similar failure on January 18, 1978, at Ccnmonwealth Edisen Ccc'pany's Dresden 2/3 Diesel Fire Pump identified a generic problem with Cummins Indus-trial Fire Pump Engines.

Discussion:

The investigation revealed that Cumnins Engine Ccmoany issued a Service / Par *.s Tcpics No. 74T 13-3A announcing new cceponents available for Industrial Fire Pumps (NH-220-1F, N-855-F, M-855-F1, NT-855-F2 series engines) to improve operation of inline 6 cylinder Industrial Fire Pumo Engines.

In this tcpic, Cummins recommends that when roolacing the 118848 magnetic switch and 199573 DC relay contactor, use the. new 217588 magnetic switch.

The new design component has a 6 ampere draw wheras the old combination has approximately 3 amperes draw.

Davis Besse and Drecden sites have irolemented the corrective action reccmmended by Cummins.

Reccarended Actions for Licensees' Ccnsideration:

All holders of cperating licenses or construction permits should be aware of the potential prcblem of the type discussed above.

5ecause of the generic inolications in this matter, it is recomended that both licensees of cperating facilities and holders of construction permits corduct a review to deter-ine if the above diesel fire pump engines are in use or planr.ed for use at ycur facili ty(ies ).

If these engines are in use or clanned for use, detemine if the Cummins type 1138a8 Magnetic Switch and 199573 0C relay contactors are also employed.

For those engines which have these ccaponents, develop a pro-gram for their replacerent with the new 217588 "agnetic Switch.
