NRC STAFF'S RESPONSE TO EDF MOTION FOR LEAVE TO FILE REPLY The NRC Staff (Staff) opposes the " Motion of the Environmental Defense Fund for Leave to File a Reply to the NRC Staff's and Joint Applicants' Responses to Its Petition for Leave to Intervene" filed on June 1,1979 in the captioned proceeding.
EDF filed its untimely petition for leave to intervene in this matter on May 3, ni79.
Joint Applicants and the Staff responded to the petition in pleadings dated May 18, 1979. The Board now has all of the relevant filings before it.
In regard to EDF's aljegations (with which the Staff totally disagrees) that the Staff and Applicants have inaccurately analyzed the law or mischaracterized statements in EDF's petition, this Board can determine for itself, based upon

the record before it, whether that petition complies with the requirements of 10 CFR 52.714 and relevant case law.
To grant EDF's motion would be productive of nothing more than the possible. initiation of a new round of arguments and i
coder-arguments which, in the Staff's view, would complicate, rather than i
simplify, tnis Board's task of deciding the questions raised by the petition.
