Dear fir. McAvoy:

This is in response to your letters to Chairman Hendrie dated April 12, 1979 and April 16, 1979. You requested our comments on the adequacy of safety and emergency procedures, the training of the reactor staff, the design of the Davis-Besse nuclear power plant, and what safety reviews we may conduct before operation of Davis-Besse is resumed and operation of Zimmer and Perry are initiated.

You also requested a briefing on these matters ar.d suggested May 1 or 2, when you will be in the Washington, D. C. area on otner matters.

A meeting was scheduled and held with Mr. Brian K. Grimes, Assistant Director for Engineering and Projects, and other member of the NRC staff, on Tuesday, May 1,1979 in our Bethesda, Maryland Of fice.

I was 91 eased to learn that the meeting provided you with the information requested in your letters and that you have arranged for possible additional discussion with our staff. These discussions improve our mutual understanding of our roles in nuclear safety and thereby enable us all to do our jobs better. Do not hesitate to contact us should a need arise.
