NRR POSITION ON SAFEGUARDING S?ENT FUEL SHIPMENTS (FROPOSED RULE)
As I have indicated to you and the staff's of TNSS and SD on several occasions the NER staff has several areas of concern with the draf: Sandia Report wnich is used as the basis for the subjec rule.
These concerns have been discus' sed in detail several times; hcwever, until such time as the Sandia Repert can be finali::e6 and receive a thercuch peer review NRR has ne cbjection to the interim safeguards procedures as proposed by INSS.
From cur perspective, the most important interim safecuard preposed is route planning so that shipments thru areas of high poculaticn densi:y are kep: at a minimum.
I uncerstand that this cesf-en was discussed with Mr. Dircks by Mr. Denten.
