PHYSICAL PROTECTION OF IRRADIATED FUEL SHIPMENTS I have reviewed and discussed with my staff the subject paper, however, I have not responded to the paper due to the demands placed on this office by the recent Three Mile Island incident.
Neither I nor my staff are in philosophical disagreement with the physical protection of irradiated fuel shipments as presented in the final staff paper.
There is, however, seme concern that irradiated fuel shipments were addressed without consideration of other radio-active material shipments. This concern does not impact our agreement with the philosophy of. protecting irradiated fuel shipments.
The basis for the urgency ' associated with this paper is not clear to me. My staff believes approximately 5.5 manyears cf IE rescu"ces not previously considered in resource planning and allocation is needed, if we are to provide the coverage which appears to be required in the staff paper. This manpower will have to be diverted from other safeguards inspection areas. So that I can decide on the relative priority for reallocation of IE resources, any additional infennation you have on the urgency associated with the staff paper will be appreciated.
