REPORT OF ACTIVITIES AT THREE MILE ISI.AND

Region I Announce=ent No. 79/20 During the period May 6-21, 1979 I was en duty at Three Mile Island.
This report of activities is submitted in accordance with the referenced announc e=ent.

Narrative of Time at the TMI Site -

Su= nary of activities perfor=ed while on duty -
Initially, I was the day shif t section chief for operations.
Section chiefs frc= other regicns were assigned to the other two shifts to cover operations. During this period, the tours of the other two section chiefs were ended. The o ganization changed to include only one operations section chief on site, and the resident office subsequently was established.
Coincident with th: s, G. E. S=1th terminated his full ti=e presence as senior ISE represe: tative on site. At the ti=e I left the site, the operations organization was essentially in accordance with your =e=orandum of May 11, 1979. At that ti=e, all operaticus inspectors were preparing inputs for the lead operations inspector, D. R. Haverkamp, to utilize in preparing the =cnthly report.
The first of the weekly =eetings to present the results of our inspections to the licensee was scheduled for May 25, 1979.
My responsibilities included ensuring review of procedures related to plant operations and ensuring that NRC inspectors covered plant activities adequately.
The =ost noteworthy plant activities whic'.t occurred involved redue:1on in primary systes pressure, hydrostatic testing of the installed decay heat removal syste= and =easure=ent of water level in the contain=ent.
I also attended the daily planning =eetings, ensured that NRR reprtsentatives were informed of plant activities, and =aintained liaisen with the Cc==onwealth of Pennsylvania.

Cc==ents or observations regarding licensee operations at the sita -
Operations were conducted very deliberately. Work required 2 areas of high radiation or conta=ination was sicv. A licensee represent 4tive at the planning meeting on May 19, 1979 ce==ented that they were then getting to the point that they could realistically schedule and accc=plish work in the radiation fields involved, sc=ething they could not previcusly do efficiently.
The ce==ent appeared justified.

NRR concurred with this practice during one of the planning =eetings.
Special procedures were prepared for test;, such as the =easurement of contain=ent water level.

Co==ents or obcarvations regarding IE and/or NRC operations at the site -
Construction inspectors kept the operations section chief well infor:ed of the results of their inspections, and obtained from NRR resolution of questions which arose in their areas. NRR directed the licensee to take corrective action in appropriate cases.
