We have completed our review of the "Securicy Personnel fraining and Qualification Plan" for General Electric Company Vallecitos Nucleat Center, which was transmitted to us by your letter of February 16, i_
On the basis of this review we have determined that the submission will be acceptable after certain modifications.
Please make revisions to your plan as indicated in the enclosure to this letter and furnish six copies of the revised plan for our final acceptance review.
Please return to this office within 30 days.
We have determined that the enclosure to your letter of February 16, 1979 contains information of a type specified in 10 CFR 2.790(d).
Accordingly, the enclosure is deemed to be commercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be cubject to disclosure only in accordance with the provisions of 10 CFR 9.12.

ENCLOSURE Coments on Security Guard Training and Qualification Plan Page 5, Sectic o 1.3.1.1. A Minimum Qualification The minimum age for armed security personnel should be revised to be consistent with the 21 years of age requirement set for ch in the regulation.
Page 6, Section 1.3.1.4 Mental Qualification In addition to the preemployment evaluation of emotional stability, a commit-ment should be added to provide continued on-the-job observation of security pers-31 for behavior which may indicate emotional instability.
Page 7, Section 1.3.1.5 Physical Qualifications This section should include subsection (D-E) addressing incapacitating diseases, and drug / alcohol addiction.
Page 8, Section 1.3.1.C Physical Fitness Testing This section should be expanded to include a description of the physical exercise program in sufficient detail to allow its evaluation as a measure of an individual's ability to perform security job-related activities.
Page 8, Section 1.3.1.7 Physical Requalification This section should be added to insure that security personnel are medically recertified at least every 12 months as qualified to perform assigned duties.
Page 8, Section 1.3.2 Qualification Documentation Certification of annual requalifications including physical, nental, and weapon testing should be included in this section.
Page 23, Section 3.3.3 Personnel Duress Alarms Please provide additional information on the verbal duress code system to be employed in lieu of meclianical duress devices.
