7590-01 UNITED STATES N E EAR REGULATCRY COMMISSICN 00CKE NO. 50-219 JERSEY CENTRAL POWER a LIGHT COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO PROY!SICNAL CPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amencment No. 35 to Provisional Operating '.icense No. DPR-le, issued to Jersey Central Power & Light Ccmpany (the licensee), which revised the Technical Specifications for operation of the Oyster Creek Nuclear Generating Station (the facility) located in Ocean County, New Jersey.

The amencment is effective as of its date of issuance.

The amendment allows operation with one recirculation,Icop Out of service using the more restrictive Max'num Average Planar Linear Heat Generation Rate (MAPLHGR) limits (originally authorized by Amendment No. 30, dated Marct 14, 1978) with values extended to encomcass higher exposure fuel.

In se arate actions relating to this facility, the Ccmission is:

(1) Amending License No. CPR-15 to extend the applica-bility of the minimum water level safety limit to all modes of coeration, and add a new safety limit in Section 2.1.F to recuire that two recircu-lation laces remain coen during all modes of cceration exceat with the ceacter vessel head removed; and (2) Authorizing resumotion of coera-icn af er a May 2,1979, transient event involving license safety limits.

and regulations in 10 CFR Chapter I, which are set forth in the license ameacment. Prior public notice of this amendment was not equired since the amenTent does not involve a significant hazards consideration.

The Commission has determined that the issuance of this amencment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be precared in connection with issuance of this amendment.

For further details with respect to this action, see (1) the application for amendment dated May 24, 1979, and the licensee's submittals dated April 30, May 15 and 17,1979, (2) Amendment No. 35 to License No. DPR-16, and (3) the Ccmission's related Safety Evaluation.
