This is in response to your letters of June 16, 1978 and April 27, 1979 in which 70.32(c) changes were submitted for Chapters 3.0 and 7.0 of your Fundamental Nuclear Material Control plan. We have determined that these changes do not decrease the effectiveness of your safeguards program.

Accordingly, the Materials and Plant Protection Amendment MPP-2 to License No. SNM-960 is hereby revised, effective immediately, as shown in the enclosure.

License Condition 2.1(d) is revised to incorporate the 70.32(c) changes.

We have determined that your submittals of June 16, 1978, and April 27, 1979, contain information of a type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commercie' or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 912.

Revision 3 of Sections 1.0 through 8.0 In Their Entirety To Materials and Plant Protection Amendment MPP-2 To License No. SNM-960

1.0 CRGANIZATION

Currently there are no license conditions in this section. The necessary information has been in-corporated into an approved plan.

2.0 FACILITY OPERATION 2.1 The licensee shall follcw the plans listed celow:

(a) Fundamental Nuclear Material Control Plan dated September 1977 for Plant 1; (b) Fundamental Nuclear Material Cnntrol and Accounting Plan dated April 25, 1977 and as revised April 14, May 3, and ttay 12, 1978 for the Fission Product Molybdenum-99 Operation in MBA-34 within Plant 1; (c) Safeguards Plan for Plants 2, 3, and 4 dated August 1976, as rev sed October 2'., 1976, August 29, and September 26, 1977; i

(d) Fundamental Nuclear Material Control and Accounting Plan dated 6/5/79 August 1976 for Plant 5, as revised August 1977, March 20, April 7, June 16, July 13, and July 24, 1978, and April 27, 1979; and as revised in accordance with the provisions of 10 CFR 70.32(c).

2.2 No statement in the licensee's plan identified in Condition 2.1 shall relieve the licensee of a requirement of 10 CFR 70 unless granted in a specific exemption or exception set forth as a condition of this license.

2.3 Operations involving unreviewed safeguards operations which are not described in the Plan identified in Condition 2.1 shall not be initiated until a Fundamental Nuclear Material Control Plan or applicable revised section thereof has been submitted to and approved by the Nuclear Regulatory Commission.

2.4 All SNM not in transit shall be physically within an MBA or an ICA.

2.5 The custody of all special nuclear material within each MBA and ICA shall be the responsibility of a single designated individual.

Each MBA shall have a different custodian and no individual shall be the custodian of an MBA and an ICA.
