t Daar Gr. Adans:
Your lett of May ~20, 1979, contains several ideas tuic i have acrit.
Seca cf them are Leing actively pursued by the Cc-.aission.
':e agree that there is need fcr nore training of licanstd cpera;ing personnel in the handling of casualty canditions. Steps have already E en taken to emphasize simulator training in ccr.nection with ccsualty c:nditions, and we expect that sinulater training will beccne a rcutine part of operator requalification and relicensing pecgrams. Particular emphasis will te given to tha training and qualifications of senior reactor cperators since they would be expected to assume a comand role _un er casualty ccaditions.
d URC operator licensing personnel will tacce ccre directly involved in cbserving and evaluating simulator casualty drills.
Studies are unde e y to determine the T.ost efficient and productiva way of doing this.
Ycu suggested that a specialized taa:n of fiRC inspectors should =ke an unannounced visit to each site once a year to ccaprehansively assess the I
general ccndition of the plant, the a.fireness of those ccnditicas by picnt
}
pcrsonnel, especially superviscry parscnnel, and the ceneral readiness to l
respond to cc.argencies. The Ccenission is taking staps to reinforce anagcnnt responsibilities at all plants to assure that continuir.g cyce-t sight and attertica is given to elenents such as those you have listvj.
'Uchter or not a yearly nRC inspecticn taaa visit oculd.:a the 'Ost ef fective
'ay of units i.,g such asrects has not been decided.

to praplanned in-plant drills would be of linited value cwing to restrictions fr.csed by tha plant en the dciree of casualty simulation that could be done.
[
' e' are still haing at the possibility of ::RC conducting in-plant drills; Scuevar, we believe that the test method of putting this idea into practice is for the :;RC to cbserve and ccnduct siculator drills as part of pcriedic retraining pro <;rms.
Simulator drills have the distinct advantage of j
allouing observation of har.ds-on cperator response to si,.ulated mergucies l
