Crystal River Unit 3 Cocket No. 50-302 Operating License No. DPR-72 Degraded Grid Voltage
Dear Mr. Reid:
On June 13, 1979, Florida Power Corporation (FPC) received your letter of June 11, 1979 concerning degraded grid voltage conditions.
Florida Power Corporation has reviewed the requested inf ormation identified in the enclosure of your letter and has reviewed and understands the positions of your staff. This letter is to advise you that Florida Power Corporation does not agree with the stuff positions identified in your letter regarding degraded grid voltage conditions.
The basis for our position regarding the requirements you outlined is the fact that the sustained degraded grid voltage condition at the offsite power source f or CR #3 (Crystal River 230 KV substation) is a very unlikely event.
This is based on the fact that the present Crystal River site consists of two (2) fossil units connected to the 230 KV substation and one (1) nuclear unit (CR-3) connected to the 500 KV substation.
The 230 KV substation is connected to the existing transmission network by four (4) circuits and the 500 KV substation is connected by two (2) circuits.
Planned for the near future, a re two (2) additional fossil units, one to be connected to the 230 KV substation in 1982, and one to the 500 KV system in 1984.
This makes the Crystal River site very stable in regards to the grid voltage at the substations and it will improve in the near future.
It would take a loss of all Crysta River units combined with poor system conditions (additional lines out af service, ties between other utilities open) to create the postulated sustained degraded grid voltage condition which could effect the CR-3 emergency power systems.
Therefore, FPC feels that this event has been adequa;ely considered with the existing design and we are proposing no changes to our system.
