The Nuc11ar Regulatory Comnission (the Commission) has found that:
A.
The filing by Gow Chemical Company (the licensee) dated October 20, 1978, complies with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act) and the Comnission's rules and regulations set forth in 10.CFR Ch:pter I; B.
The facility will operate in conformity with the licer.see's filing, the provisions of the Act, and the rules and regulations of the Ccmission; C.
There is reasonable assurance (i) that the activities authorized

by this am ndment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Cce:ission's regulaticas; D.
The issuance of this amendment will not be inimical to the cormon defense and security or to the health c.d safety of the public; E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comnission's reguldiens and all applicable requirements have been satisfied; and F.
Publication of notice of this amendment is not required since it does not involve a significant hazards consideration nor amendment of a license of the type described in 10 CFR Section 2.106 (a)(2).

Accordingly, Facility Operating License No. R-108 is hereby amended by revising paragraph 3.E. as follows:
3.E.
physical Security Plan The licensee shall maintain ~in effect and fully implement all provisions of the NRC-approved physical security plan, including amendments and changes made pursuant to the authority of 10 CFR Section 50.54(p). The approved security plan consists of the document withheld frca public disclosure pursuant to 10 CFR 2.790(d), entitled " Security Plan for the Dew TRIGA Facility" submitted by letter dated October 20, 1978.
3.
The license amendment is effective as of the date of its issuance.
