Dear Mr. DeLine:
By letter dated October 20, 1978, you submitted a revision of the Security Plan for the Dow TRIGA Facility. As a result of our review we agree with your assessment that the effectiveness of the security plan is not decreased. Since NRC acceptance of your Physical Security Plan should properly be reflected in the license authorization for your faci'Ef, we are treating your letter as a request for appropriate Cornission authorization. This has been discussed with end agreed-to by your staff.
In this connection, we are herewith issuing Amendment No. 4 to Facility License No. R-108, which identifies your currently approved securi, plan.
Future changes which do not decrease the effectiveness of your plan do not require prior NRC apprcval but should continue to be reported as provided in 10 CFR 550.54(p).
Changes which do require prior NRC approval should be identified as license amendment requests.
The documents comprising the currently approved security plan for the Dow TRIGA Facility and our evaluation findings have been placed in the Ccamission's files.
Pursuant to 10 CFR Part 2.790(d), this information is being withheld from public disclosure.
