Dear Mr. Burnett:
In response to your letter dated June 19, 1979, enclosed are the revisions to our General Criteria for Security Personnel.
The fee for this plan was with our original submittal of Feoruary 15, 1979.
With regard to the requested revision of Section 5.3.3.1, we have found through our discussions with our personnel department that requiring a high school education or equivalent will lead to discrimination suits; therefore, we believe observation of the individual performance on site security posts will allow the security management to determine if an individual is educationally suitable to work in the HFIR Project.
We believe our General Criteria for Recurity Personnel meets the criteria set forth in Appendix B of 10 CFR 73.
