This is in response to your letter of February 15, 1979 transmitting your
" General Criteria for Security Personnel." We have ccmpleted our review and determined that certain changes and additions are required before the document will be acceptable.
You should also note that further revision to your plan to p. ovide for training in other weapels will be required in the future if the Upgrade Rule is adopted by the Commission.
Please make the revisions indicated in the enclosure to this letter and return six ccpies to this office within 30 days.
We nave determined that the enclosure to your letter of February 15, 1979 ccntains infori.ation of a type specified in 10 CFR 2.790(d).
Accordingly, it is deemed to be commercial cr financial infomation within the meaning of 10 CFR 9.5(3)(4) and shall be subject to disclosure only in accordance with tne provisions cf 10 CFR 9.12.

ENCLOSURE Coments on General Criteria for Security Personnel Page J-6, Section 5.2 Security Organization The security officer's duties must contain a clear comitment to act as part of the response force to emergency situations at HFIR.
In addition, the HFIR control center operator's duties must contain a ccmitment to call non-HFIR guards to respond to emergency situations as appropriate.
Page 5-7, Section 5.3.3.1 Empicyment Suitability and Qualification Please revise the criteria cf this section to be consistent with the regulation that all security personnel pcssess a high school dipicma or equivalent (GED certificate) and ar ed security personnel are 21 years of age or older.
Page 5-8, Section 5.3.1.2 Physical Qualifications Please provide in this section a detailed description of acceptable vision and hearing alcng with the incapacitating diseases and drug / alcohol addictions prohibited by the regulation. Additionally, the personnel required to meet the physical qualifications must.nclude the alarin station operators, guards, including the non-HFIR if used in response in HFIR, and other armed personnel utilized in a response capacity.
Page 5-8, Section 5.3.1.4 Physical Fitness Qualifications A pnysical fitness program should be added to this section which allows evaluation of an individual's ability to perform security-related activities.
Page 5-9, Section 5.3.1.5 Documentation In addition to each security officer carrying his license for a firearm, a ccyy of this license shculc be retained by the security acministration files.
Page 5-11, Section 5.3.2.2 Training Please provide an explanation of the term " measured by cbjective testing."
Page 5-11, Section 5.3.2.3 Requalification and Training Usage of equipment by a security officer is not ahays an indication of its ccrrect applicatien.
Paragraph two therefore shculd state "dencnstraticn of prcpar use of security and comunicaticns equipment is based u;cn observa-ticns by imediate supervisors."

. Page 5-11, Section 5.3.3 Weapons Training and Qualification A detailed description of the firing course used by the local law enforcement agency needs to be added to this section. Additionally, the qualification plan for the 12-gauge shotgun including a requirement #or night familiariza-tion for your armed personnel must be added.
Page 5-12, Section 5.3.3.4 Cocumentation The security administrator should have and retain a copy of the weapons qualification scores on each of his security officers for his files.
Page 5-2, Section 5.3.4 Equipment 1.
A commitment to have at least 36 rounds of ammunition available on site per handgun should be added in this section.

To be in compliance with the regulation the site security radio network is required to nave two channels.

Please provide a detailed description of the duress code (i.e., mechanical or verbal) employed in lieu of a mechanically activated duress alarm.
