This refers to the inspection conducted by Ms. E. R. Matson and Mr.

C. T. Oberg of this office on July 3, 1979, of activites at Packard Instrument Cc=pany, Inc. authorized by NRC Byproduct Material License No.12-04933-06E and to the discussion of our findings with Mr. J. Gibbs and Ms. L. Eisen at the conclusion of the inspection.

The inspection was an examination of activities conducted under your license as they relate to radiation safety and to compliance with the Co==ission's rules and regulations and with the conditions of your license. The inspection consisted of a selective exacination of procedures and representative records, observations, independent measure =ents, and interviews with personnel.

During this inspection, certain of your activities appeared to be in non-compliance with NRC require =ents, as described in the enclosed Appendix A.

This notice is sent to you pursuant tc the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.

Section 2.201 requires you to submit to this office within twenty days of your receipt of this notice a wTitten state =ent or explanation in reply, including for each ite= of noncompliance: (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further nonec=pliance; and (3) the date when full co=pliance will be achieved.

In addition to the above, we understand that you will change the labels used on the iodine -129 rod sources, presently indicating < 0.2 =1crocuries, appropriately to shcw the ccrrectly centained a: cunt, a nceinal 0.1 micrecuries, as specified by Schedule 3 of 10 CFR 30.71 for exempt distribution.

Please infor us i==ediately if our understanding is not correct.
