Dear Mr. Keppler:
Reference (a) contained the results of an inspection conducted by Messrs. A. G. Finley and J.
P.
Patterson of your office on May 29-31, 1979 of activities at Zion Station Unit 1.
That inspection indicated that certain activities appeared to be in noncompliance with NRC requirements.
Commonwealth Edison Company's responses to the items of noncompliance are contained in Attachment A to this letter.
The areas examined during this inspection concern a subject matter which is exempt from disclosure according to Section 2.790 of the NRC's " Rules of Practice ", Part 2, Title 10, Code of Federal Regulations.
Consequently, this response should not be placed in the Public Document Room.

10 CFR 70.53 - Each licensee authorized to possess more than 350 grams of contained uranium-235, uranium 233 or plutonium or any combination thereof shall complete and submit to the Commission Material Status Reports on Form NRC -742 in accord-ance with printed instructions for completing the forms, concerning SNM received, produced, possessed, transferred, consumed, disposed of or lost by the licensee.
Contzary to 10 CFR 70.53, and line 30 and line 51 of the referenced instructions for the preparation and distribution of Form NRC 742, the Company Corporate Office did not enter the SNM received from and shipped to Los Alamos on the Form NRC-742 as reported on Forms NRC/ DOE-741 Corrective Astion Taken and Results Achieved The Company Corporate office discussed the omission of the ShM from the Form NRC-742 with the Region III Office by tele-phone.
It was agreed that, as the quantity of SNM was less than one gram, no corrected Form NRC-742 need be issued by Commonwealth Edison Company.
Corrective Action to be Taken to Avoid Further Noncomoliance The company Corporate office has reviewed this concern and will include on Form NRC-742 all SNM reported to the NRC on Form NRC/ DOE-741 Date when Full Compliance will be Achieved Implementation of corrective action has been achieved.

L-Contrary to the above, the licensee did not follow company Nuclear Procedure No. 3 which requires the update of the Nuclear Fuel Location and Exposure Record, Form E, for each fuel assembly moved.
Forms E were not updated to reflect the correct locations for five fuel assemblies in the reac-tor and four fuel assemblics moved from Unit 1 to Unit 2 on March 27, 1979 which were still reflected in the Unit 1 file

with original locations.
Corrective Action Taken and Results Achieved The Nuclear Fuel Location and Exposure Records (Form E) were updated to reficct the present locations for the five Unit 1 fuel assamblies not previously updated.
The four fuel assemblies transferred from Unit 1 to Unit 2 were recorded in the Nuclear Ft.el Location and Exposure Records at the time the Unit 2 Cycle 4 refueling moves were added to the Form E records.
Corrective Action to be Taken to Avoid Further Noncomoliance Each fuel move noted on the Nuclear Component Transfer List (Form C) will be checked off as it is entered into the Nuclear Fuel Location and Exposure Record (Form E).
Comple-tion of the Nuclear Component Transfer List will necessitate completion of the Nuclear Fuel Location and Exposure Records.
Date when Full Comoliance will be Achieved The station is in compliance at the present time.
