SUMMARY
OF AUGUST 29, 2019, PRE-SUBMITTAL MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC., REGARDING A PROPOSED ALTERNATIVE RELIEF REQUEST RELATED TO STEAM GENERATOR MAIN STEAM AND FEEDWATER NOZZLE EXAMINATIONS FOR VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2 (EPID L-2019-LRM-0054)
On August 29, 2019, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company, Inc. (SNC, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss a proposed alternative relief request (RR) related to the steam generator (SG) main steam (MS) and feedwater (FW) nozzle examinations for Vogtle Electric Generating Plant (VEGP), Units 1 and 2. A list of attendees is provided in the Enclosure. On August 2, 2019, the meeting was noticed on the NRC public webpage (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19214A074).
The licensee presented information the slides contained in ADAMS Accession No. ML19239A193.
The NRC staff discussed with SNC their proposed plan to submit a proposed alternative RR related to the SG, MS and FW nozzle examinations for VEGP, Units 1 and 2 with the following areas of interest:
SNC plans to propose an alternative RR to change the inspection interval from 10 years to 30 years.
SNC provided background information. SNC explained that the affected components are the VEGP, Units 1 and 2 SG nozzle-to-shell welds and inside radius sections. The affected components are under American Society of Mechanical Engineers (ASME)Section XI, Table IWC-2500-1, Exam Category C-B, Items C2.21 and C2.22. ASME requires surface and volumetric exams once during each Section XI interval for all nozzles at terminal ends of piping runs, with exam volumes as shown in Figures IWC-2500-4(a), (b), and (d). SNC stated that the proposed alternative is to revise the inspection interval for these exam items to once every 30 years versus the current ASME Code,Section XI requirement of every 10 years. SNC plans to request the proposed alternative through VEGPs 6th interval, which is scheduled to end on May 30, 2047, and SNC plans to request the NRC complete its review in 1 year.
SNC stated that the basis for the relief request will be plant-specific using an Electric Power Research Institute (EPRI) Report. The EPRI 2019 Technical Report 3002014590 is titled Technical Bases for Inspection Requirements for
[Pressurized-Water Reactor] PWR Steam Generator Feedwater and Main Steam Nozzle-to-Shell Welds and Nozzle Inside Radius Sections. This EPRI Report is available to the public if the public provides an email address. SNC stated that the industry received NRC staff informal comments on the EPRI Report on May 21, 2019, during the NRC/Industry Technical Exchange (ADAMS Accession No. ML19134A249).
The NRC staff stated that the comments on the EPRI Report provided on May 21, 2019, are not an endorsement or approval of the EPRI Report and are not an NRC position or regulatory decision.
The NRC staff asked SNC and EPRI if they plan to submit the EPRI Report as a topical report. SNC and EPRI stated that they do not plan to submit the EPRI Report as a topical report for NRC review and approval. The NRC staff asked SNC if they plan to bring the EPRI Report to the ASME for a Code Case. SNC stated that they do not plan to bring the EPRI Report to the ASME for a Code Case.
The NRC staff stated that it would not approve the EPRI Report generically. The NRC staff stated that the proposed VEGP, Units 1 and 2 RR must be a plant-specific request.
The NRC staff made no regulatory decisions during the meeting.
No members of the public were in attendance. Public Meeting Feedback forms were available, but no comments were received.
