AMENDMENT TO OPERATING LICENSE NPF-4 NORTH ANNA POWER STATION UNIT NO.1 PROPOSED TECHNICAL SPECIFICATION CHANGL NO.19 Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifi-cations, to Operating License No. NPF-4 for the North Anna Power Station, Unit No. 1 The proposed changes are enclosed and have been designated Change No.19.

As a result of our review of the proposed North Anna Unit 2 " Proof and Review Copy" Technical Specifications (dated April 12,1979), we have noted changes which need to be made to the Unit 1 Technical Specifi-cations. These changes are evaluated in Attachment A and included in Attachment B. Many of the changes are grammatical or typographical cor-rections; some others are more significant because of inconsistencies created between the technical specifications of the two units. Where systems are common to the two units, this situation is undesirable, and should be corrected in order to not confuse the operators. Also included in this package are additional changes resulting from commitments made by Vepco to implement changes on Unit 1 during the first refueling. These include overpressure protection and degraded grid voltage protection. New specifications for Unit 1 similar to those for Unit 2 are included. The degraded grid voltage specifications are identical to those for Unit 2; the overpressure protection Technical Specifications are identical in form, differing only in set points, because the Unit 1 heat"p and cooldown limit-ations differ from Unit 2. These limitations for Unit 1 have been previously submitted to the NRC and appear currently in the FSAR.

Another group of changes in this request delete requirements relative to part length rods, since these are being removed during the upcoming refueling. This has already been done for Unit 2 and is discussed in the FSAR.

1979. The changes marked by an asterisk in Attachment A shou!d be made effective prior to commencement of startup following the first refueling.

The other changes should be effective upon issuance of the Unit 2 license.

Since these changes parallel the linit 2 specifications which have already been reviewed, they are considered basically administrative in nature. These proposed changes have been reviewed and approved by the Station Nuclear Safety and Operating Committee and the System Nuclear Sa fety and Operating Committee. It has been determined that this request does not pose an unreviewed safety question.

We have evaluated the proposed Unit 1 Technical Specification changes in accordance with the criteria in 10 CFR 170.22. It has been determined that this request requires a Class III amendment fee. Accordingly, you will find enclosed a voucher check in the amount of $4,000.00 in payment o f the amendment fee.
