Dear Mr. Reid:
In a discussion with !!r.
M.
Fairchild of your staf f on August 3, 1979, Florida Power Corporation received concurrence f or the f ollowing course of action.
During the post-ref ueling startup testing of the Auxiliary Feedwater System at Crystal Piver Unit 3, the ultrasonic flow indicator t ransducers malf unctioned due to the use of Ibin Feedwater during a portion of the test.
The thin Feedwater used was at a temperature above t he temperature rating of the transducers ; theref ore, the t ransduce rs malf unct ioned.
The transducers we re immediately replaced with comparable equipment that was readily available.
High temperature rated transducers were ordered on July 30, 1979, with an anticipated delivery time of two to f our weeks.
Upon receipt, these high t e mpe ra t ure transducers will be installed.
The following steps ensure that Auxiliary Feedwater flow is assured when required: 1) the startup test has been completed that compromised the transducers and will not be repeated prior to installation of the high temperature rated transducers; and 2) a short term instruction has been issued that, upon loss of Auxiliary Feedwater flow indication when it is required, a dedicated operator (Chief Nuclear Operator) will continuously verify Auxiliary Feedwater flow using available alternate instrumentation until Auxiliary Feedwater flow indication is res to red or t he reactor is subcritical.
