Concrete Expansion Anchor Bolts
SUMMARY
OF MEETING WITH ALABAMA POWER COMPANY ON MAY 22, 1979 On May 22, 1979, representatives of Alabama Power Company (APCO) met with NRC Region II personnel in Atlanta, Georgia to discuss APCO's corrective program
_being conducted in response to IE Bulletin 79-02 (Pipe Support Base Plate Design Using Concrete Expansion Anchor Bolts).
The attendante list is attached as Appendix A to this summary.
APC0 representatives reviewed their initial and current program for testing and accumulating the data necessary to determine the adequacy of pipe support designs using concrete expansion anchor bolts. The licensee stated there are approxi-mately 13,000 concrete expansion anchor bolts, holding about 2,000 base plates which in turn hold about 1,000 hangers which they believe need to be tested in accordance with IE Bulletin 79-02.
In order to meet Seismic Category I requirements to operate the reactor, it significant number of anchor bolts will have to be repaired or appears a replaced. The licensee discussed those systems which would not necessarily be tested and corrected before reactor startup.
The NRC stated that safety reviews would need to be completed and approved by the company's safety committees for reactor associated piping systems not tested I
and corrected prior to reactor startup.
The problems being experienced in the anchor bolt test program, the analysis of data, and the repair program were discussed. APC0 stated their intent to complete the test and repair program on those systems necessary to support reactor opera-tion by June 15, 1979. It was stated that they may find it necessary to reduce the safety factor between bolt design load and bolt ultimate load from four to The NRC stated the presentation made by APC0 and the positions taken would two.
--be reviewed by the NRC and any questions resolved with APC0 at an early date.
