Before taking action on this license application, we would appreciate your views, in accordance with established procedures and from the overall perspec-tive of the Executive Branch, as to whether the issuance of the requested li-cense would be inimical to the interests of the United States, including the comon defense and security, and whether the proposed export meets the applic-able criteria in the Atomic Energy Act as amended by the Nuclear Nonprolifera-tion Act of 1978.
