CITY OF TALLAHASSEE NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Cc= mission) has issued Amendment No. 21 to Facility Operating License No. DPR-72, issued to the Florida Power Corporation, bity of Alachua, City of Bushnell, City of Gainesville, City of Kissimmee, City of Leesburg, City of New Smyrns Seach and Utilities Commission, City of New Smyrna Beach, City of Ocala, Orlando Utilities Commission and City of Orlando, Sebring Utilities Commission, Seminole Electric Cooperative, Inc., and the City of Tallahassee (the licensees) which revised the ficense and its apcenced Technical Sceci'ications for cceration for One Crystal River Unit No. 3 Nuclear Generating Plant (tne facility) located in Citrus County, Florida.
The amencment is effective as of the date of issuance.
This amencment revises the Technical Specificatians to allcw " racking cut" tne power supoly breakers for the hign pressure injec-icn isolation valves during Me e a cperation. These ficw paths are isolated as cart of the over-pressure mitigating system at the facility. This action satisfies the recuire-ments of license condition 2.C.(E).

7590-01 The application for the amencment complies w.th the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations. The Comission has made appropriate findings as required by the Act and the.Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

The Commission handeternined that the issuance _of this amendment will not result in any significant environmental impact and that pursuant to 10-CF9 5 51.5(d)(4) an environmental impact statement or negative declaration ~ and environ-mental img.t appraisal need not be prepared in connection with issuance of this amen tnent.
