APPENDIX A NOTICE OF VIOL \\ TION Georgia Power Company License No. CPPR-108 Vogtle, Units 1 and 2 CPI R-109 Based on the NRC inspection April 25-27, 1979, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These itecs have been categorizec as described in corre-spondence to you dated December 31, 1974.
As required by Criterion V of Appendix B to 10 CFR 50, and as implemented by the (,eorgia Power Company (GPC) PSAR Section 17.1.5,
" Activities affecting quality shall be prescribed by documented instructions, procedures or drawings... and shill be accomplished in accordance wit'4 these instructions, procedures or drawings."
Procedure CD-T-Oi and Specification X2AB01 specify the following compaction controls for Category I backfills: moisture content shall be controlled to ydes or minus two percent of optimum, a minimum of one field density and prottor test shall be performed per day, and a Fill Failure Notice shall be submitted when a test shows a deviation from specifications.
Contrary to the above, field moisture tests being made to verify conformance to the plrs or minus two percent requirement are not being documented, no procter or density test data were available for fill operations on March 12, 1979 and a Fill Failure Notice was not sciilable for density tests Nos. 1217 and 1219 which were less than the specified 97 percent of maximum dry density (95.8 and 93.3 percent respectively).
This is an infraction.
