Proffitt Senior Vice President, Power Post Office Box 26666 Richmond, Virginia 23261 Gentlemen: Th nk you for your letter of June 19, 1979, informing us of steps you have taken to correct the items of noncompliacce concerning activities under NRC Operating License No. NPF 4 brought to your attention in our letter of May 25, 1979. We will examine your corrective actions and plans during e,ubsequent inspections. My staff concurs with your comments regarding item I.1; this example is hereby withdrawn and is no longer considered as a portion of the item of noncompliance. The second example listed, item I.2 remains, therefore the total number of items of noncompliance remains unchanged. It is our understanding based on telephone discussions between Mr. U. Ruhlman and others of thit of fice and Mr. J. hartin, Jr., and others of your staf f on June 29, 1979, that the issue aoJ essed in example I.1 will be remedied by a change to the Quality Assurance Procram to require the coupletion of the technical review of the adequacy of a particultr modification prior to declaring the modified system operable. We acknowledge that the change you propose will allow flexibility when operational restraints and emerge.cies may require that a system be declared operational prior to the completion of his technical review. The Supervisor, Quality Assurance Maintenance and Operat'.ons,gave a completion date of October 1, 1979.
