Gentlemen:

This refers to the investigatio1 conducted by Mr. R. C. Stewart and other tembcrs

of our staff during the period April 5,1979, through Iby 7,1970, of activities

authorized by NR ' Construction Pe

ts No. CPF2-126 and 127 for the Comanche

Peak facility, Units No. 1 and 2, . acerning allegations by former Cocanche Peak

employees which appeared in news nrticles of the Fort Worth Star-Telegraa on

April 4, 5, 6 and 8, 1979.

The investigation and-our findings are discussed in the enclosed investigation

report.

Within the scope of the investigation, no items of noncompliance were identified.

Even though no itecs of noncompliance with NRC requirements were detected during

this investigation, it was not possible to either substantiate or refute several

of the allegati,ns. We would appreciate an opportunity to discuss the results

of the investigat ion in our office af ter you have had an oppertunity to review

the report.

The reason for this discussion stens from our desire to obtain yotr

reaction en the wide range of natters covered in this investigation.

In accordance with Section 2.790 of the NRC's " Rules cf Practice," Part 2, Title

10, Code of Federal Regulations, a copy of this letter and the enclosed investi-

gation report will be placed in the NRC's Public Document Room.

If the report

contains any information that you believe to be proprietary, it is necessary

that you submit a written application to this office, within 20 days of the

date of this letter, requesting that such information be withheld frou public

disclosure.

The application must include a full statement of the reasons why

it is claimed that the inforcation is proprietary. The application should be

prepared so that any proprietary information identified is contained in an

enclosure to the application, since the application without the enclosure will
