CCHSWEPS PCWER CCMDA'iY Docket 50-255 Fequest for Change to the Technical Specifications License EPP-20 For the reasons hereina#ter set forth, it is requested that the Technical Specifi-cations contained in Provisional Operating License EPR-20, Eceket 50-255, issued to Consumers Pcver Company cn October 16, 1972, for the Palisades Plant be changed as described in Secticn I below:

A.

All changes relative to the organizational changes are in Attachment 2.

3.

In accordance with Technical Specification 3.20.1.d, Table 3.20.1 has been revised to include four new snubbers which were added during a recent plant shutdown. The revised page is attached.

II.

Dis cus sion A.

On July 11, 1979, Censumers Power Cc=pany elected two new Vice Presidents as part of a realignment in the Energy Supply organization.

In this change, Russell 3 DeWitt was named Vice President for Nuclear Operations.

The organizational changes were made to recognize the increased emphasis placed on nuclear power at Censumers Pcver and the industry; and, to recog-nice the added i= pact of all major generating plants and integrated system operations en the overall sueca=s o f the Censurers Pcver Company.

In addi-tien to the new Vice President asition, each o f the Censurers Pcver Cc=pany's major plants (Palisades Plant included) vill te headed by a Ceneral Manager who vill report directly to en o fficer of the Cocpany.

The proposed pl:nt organization parallels that currently used at our Midland Plant.

Under the propcsed organization, a new positien of General Manager is created and the responsibilities of the Plant Superintendent are modified.

The General Menager is responsible for the safe, reliable and efficient cper-ation of the Palisades Plant. The Plant Superintendent is responsible for coordinating the e fforts o f operations, maintenance and health physi _cs functions of the plant. The personnel who have responsibility in these

cperational, maintenance and radiation protecticn areas repo rt to the Plant Superintendent. This mpresents an enhancement of ranagement attention to safety and radiatien protection because the Plant Superinten-dent vill not be respcnsible for the administrative functicns to be handl-ed by the General Manager or other personnel reporting to the Ceneral 7907190550

All preposed changes within the text of the Ad.inistrative Centrols Section (Chapter 6) cf the Technical Specifications are consistent with the changes en the organization charts ( Figures 6.2-1 and 6.2-2 ).

Se Palisades Plant Technical Spe ci fications Secticn 3.20.1. d reads,

" Snubbers may be added to safety-related systems without prior license amend ent to Table 3.20.1 provided that a revisien to Table 3.20.1 is included with the next license Arendnent request".
