The Nuclear Regulatory Comission (the Comission) has found that:

The application for amendment by Tne Washington State University (the licensee) dated August 15, 1978, as supplemented February 13, 1979, ccmplies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Comission's rules and regulations set forth in 10 CFR Chapte r I; B.
The facility will operate in confomity with the application, the provisions of the Act, ar d the rules and regulations of the Comission, C.
There is reasonable assurance (1) that the activities authorized by this amendment can be condteted without endangering the health and safety of the public, and [il) that such activities will be conducted in compliance with ti e Comission's regulations; D.
The issuance of this amendment will not be inimical to the coimon defense and security or to the health and safety of the publ.;
and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regalations and all applicable requirements have been sa tisfied.
F.
Publication of notice of this amendment is not required since it does not involve a significant hazards consideration nor amendment of a license of the type described in 10 CFR Section 2.106(a)(2).

Accordingly, paragraphs 2.B.(2) and 2.C.(2) of Facility License No. R-76 are hereby amended and paragraph 2.C.(3) is added to read as follows:
2.B.(2) Pursuant to the Act and Title 10 CFR, Chapter I, Part 70, "Special Nuclear Materials", to receive, possess, and use up to a maximum of 25 kilograms of contained Uranium-235 at various enrichments and 22 grams plutonium contained in a plutonium-beryllium neutron source in connection with operation of the reactor.
Without exceeding the foregoing maximum possession limit;, the specific categories of maximum limits are as follows:

- Material is exempt provided that it meets the requirements for exemption pursuant to the cited provisions of 10 CFR 73.
2.C.(2) Technical Specifications The Technical Specifications contained in Appendix A, as revised through Amendment No. 9, are hereby incorporated in the licensa.
Thn licensee shall operate the facility in accordance with the Technical Specifications.
2.C.(3)
Physical Security Plan The licenaee shall maintain in effect and fully implement all provisions of the NRC-approved physical security plan, including amendments and changes made pursuar.t to the authority cf 10 CFR Sec tion 50.54(p).
The approved security plan consists of the document withheld from public dis cbsure pursuant to 10 CFR 2.790(d), entitled
- Washington State University Physical Security Plan" submitted by letter dated August 8,1974, as revised by letter dated December 15, 1976, October 12, 1976 and August 25, 1978.

This license amendment is effective as of its date of issuance.
