Coment (1)
The response to the concern of a stuck open electronatic relief valve refers to the small break LOCA analysis. Whils this is accurate, the response should be addressed to a loss of feed flow transient, not to a small-break.
Item 3 The licensee should provide curve of pressure-teeperature relationships a
for voiding concerns to the operators in the control room.
Item 4(a)
Response is not clear as to how ESFAS will be teminated. That is, will the signal be " bypassed" or " reset".
" Reset" being the preferred nethod since " bypass" precludes further automatic action.
Item 5 Cocoent (1)
Response does not address the positions of emergency feed pump suction valve, EEV3 and EFV4 and manual suction valve EFV-36 (reference Fig. 10-2A in FSAR).
All of these valves should be open. Inspector has verified that these valves are kept open.

Response did not address position of CDV 103 (suction from condensate storage i
tank) and CDV 104 (emergency feed pump recirculation) (reference Fig.10-1 TSAR).
These valves are supposed to be locked open.
The inspector has verified checklist against P&ID's and actual valve positiona as belog correct -
as of April 13, 1979.
RII inspectors have verified that licensee actions indicated in these responses (items 1 through 3, 4.a and 5) have been implemented at Crystal River.
