Bunker Ramo Corporation Docket tio. 99900116/79-01 fiOTICE OF DEVIATION Based on the results of an f1RC inspection conducted on February 20-23, 1979, it appeared that certain of your activities were not conducted in full compliance with t1RC requirements as indicated below:
Criterion XVIII of Appendix B to 10 CFR 50 states in part, "... audits shall be performed in accordance with the written procedures or check lists by appropriately trained personnel...."
ASME Code Article fiA-4000 Quality Assurance, Section flA-4132 states in part, "The program shall provide for indoctrination and training of per-sonnel performing activities affecting quality as necessary to assure that suitable proficiency is achieved and maintained...."
QA Manual paragraph 1.5.2 and 1.5.3 states in part, " Records of employee training shall be maintained by... the Quality Assurance Department
... the Manager of Quality Assurance shall be responsible for assuring that personnel performing functions relating to Quality Acsurance are properly qualified through training programs...."
Contrary to the above, although Quality Assurance Engineers (Auditors),
performing functions related to Quality Assurance had received training, records of the training were not maintained by the Quality Assurance Department.
