The Arizona Public Service Company and the Salt River Project have entere into an agreement with several municipalities using the 91st Avenue Wastewater Treatment Plant for the use of up to 140,000 acre feet of effluent per year. This effluent will be used in the operation of the Arizona Nuclear Power Plant (ANPP) generators. It is important to assure that sufficient water is available for the proposed reactors. Therefore, close cooperation between local governments and ANPP is essential.

A-95 COMMENTS PALO VERDE NUCLEAR GENERATING STATION UNITS 4 & 5 Due to time constraints, MAG staff has been able to conduct only a limited review of the Draf t Environmental Statement.
'de do offer, however, the following comments for consideration:
1.
The radiological monitoring system to be used during plant operation should be refined to incorporate any significant design improvements that may be forthcoming as a result of the Three Mile Island incident.
2.
Somewhere within (Exhibit E, No. 2) there should be a discussion of the adequacy of future effluent flow frem the 91s+. Avenue sewage treatment plant in meeting Unit's 4 and 5 cooling requirements.
This issue is especially pertinent in that peak cooling water demands of Units 1, ?, 3 and proposal Units 4 and 5 of Palo Verde occur during the summer months when historically effluent flow from the 91st Avenue treatment plant are reduced.
3.
It is suggested that a discussion of the communications system to be' used in alerting state and local officials of a plant accident involving radiation releases be included within the Statement. The accident at the Three Mile Island Nuclear Generating Station points to the need for examination of such communication systems for Nuclear power facilities.
These comments are informational and meant solely to alert governmental agencies and the applicant of issues that should be examined.
