Discussion on LAR 19-013 Hi Steve and Kellie, We would like to discuss this issue ASAP. When do you think you can support. Do you think we can do it tomorrow? If not, we can handle it as a clarification call out of Thursdays call to expedite the process. Please let us know. I think we may be able to include it as a last minute change.

The following paragraph is in the LAR (ML19207A727) Section 3.4, First Plant Testing:

The applicability of the Sanmen Unit 1 first plant surge line monitoring to Vogtle Units 3 and 4 was confirmed by verifying the systems, structures and components (SSCs) within the scope of the surge line monitoring requirement were designed using the same standard AP1000 design requirements across Sanmen Unit 1 and Vogtle Units 3 & 4. Reviews were completed of design documents specific to the Sanmen Unit 1 surge line to confirm there were no site-specific deviations that would invalidate the surge line data from being used at Vogtle Units 3 and 4. Similarly, Sanmen Unit 1 heat up and cooldown procedures and transients were reviewed which also confirmed that the changes and transients did not invalidate the surge line data from being used at Vogtle Units 3 and 4.

The highlighted part is what we would like to discuss with SNC. During the 6/27/2019 public meeting phone call, part of the feedback provided to SNC was that the applicability of the Sanmen Unit 1 first plant surge line monitoring to Vogtle Units 3 and 4 is valid if the heatup and cooldown procedures of Vogtle 3 & 4 are identical to those of Sanmen Unit 1 (see public meeting memo ML19190A319). And if that is the case, the LAR should clearly demonstrate that.
