OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON JUNE 27, 2019 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on June 27, 2019. The purpose of the meeting was to conduct a pre-application meeting for a future license amendment request (LAR) associated with the first plant pressurizer surge line stratification evaluation and to discuss an April 11, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19101A306) letter submitted by SNC regarding approval to apply NRC-endorsed guidance in Nuclear Energy Institute (NEI) 98-03, Revision 1, Guidelines for Updating Final Safety Analysis Reports (ADAMS Accession No. ML003779028) when updating plant-specific Design Control Document (DCD) Tier 2 information contained in the Vogtle Electric Generating Plant (VEGP) Units 3 and 4 Updated Final Safety Analysis Report (UFSAR).

J. Dixon-Herrity Summary of Meeting:

On June 27, 2019, staff from the NRC conducted a public meeting with representatives from SNC to discuss a future license amendment request regarding the first plant pressurizer surge line stratification evaluation and to discuss the April 11, 2019, letter regarding use of NEI 98-03, Revision 1 for updating plant-specific Tier 2 information contained in the VEGP Units 3 and 4 UFSAR.

LAR for Pressurizer Surge Line Monitoring SNC briefed their presentation to the staff, and the staff provided feedback to SNC. Particularly, NRC stated that SNC should clearly demonstrate that the as-built configuration and operating parameters at Sanmen Unit 1 and VEGP Units 3 and 4 are the same to ensure that the first plant testing for pressurizer surge line stratification at Sanmen Unit 1 is applicable to VEGP Units 3 and 4. Secondly, SNC and the NRC staff discussed the draft LAR. The NRC offered a few recommendations including clarifications to ensure that the LAR does not remove any testing on permanently installed systems (RTDs). SNC stated that they expect to submit the LAR within the next month.

NEI 98-03 Discussion NRC staff provided feedback to SNCs April 11, 2019, letter. Particularly, NRC staff highlighted the following areas:

  • SNCs April 11, 2019 letter did not accurately portray the types of changes that do not require evaluation under Title 10 of the Code of Federal Regulations (10 CFR) 50.59.

NEI 98-03 Appendix A states that UFSAR modifications discussed in Sections A3 through A5 (reformatting, simplifying, and removing unnecessary information) that are not the result of changes to plant or procedures do not require evaluation under 10 CFR 50.59, but they should be administratively controlled through a process which includes informing the NRC of information removed.

Specifically, Appendix C states that screening is the process for determining whether a proposed activity requires a 10 CFR 50.59 or Section VIII.B.5 evaluation and may be considered a simplified evaluation for purposes of meeting the requirements of Section VIII.B.5.a.

  • A licensee could achieve a process like that allowed in NEI 98-03 Appendix A and the efficiency discussed in the SNC April 11, 2019, letter by developing a simplified evaluation or screening process. This process could include, for example, steps to verify information is Tier 2 and that the modification is solely a minor administrative or simplification revision that could not be considered a change or a departure, followed by the reporting called for in the regulations (e.g., 10 CFR 50.71(e)).

SNC took an action to conduct internal discussions and get back to the NRC staff if another meeting is needed to further understand the NRCs position. The NRC staff noted it will wait to hear back from SNC prior to responding to the letter.

At the conclusion of each presentation, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.
