Dear Ms. Forbes:

By letter dated August 23, 2019, Texas Commission on Environmental Quality (TCEQ) submitted for the U.S. Nuclear Regulatory Commissions (NRCs) review a draft Completion Review Report (CRR) for the full license termination of the Rio Grande Resources Corporation, Panna Maria Uranium Facility site (Texas Radioactive Material License No. R02402) located in Hobson, Texas (Agencywide Documents Access and Management System Accession No. ML19238A194). The cover letter that accompanied the submittal indicated that the draft CRR was prepared in accordance with guidance in the Office of Nuclear Material Safety and Safeguards Procedure SA-900: Termination of Uranium Milling Licenses in Agreement States (SA-900) and that the CRR documents the bases for TCEQs conclusion that all applicable standards and requirements have been met.

The NRC staff has initiated an acceptance review of the draft CRR and has determined that it contains several unique and novel approaches to meeting applicable standards and requirements. Consistent with Section V.A. of SA-900, the NRC staff would like to meet with TCEQ to better understand the bases of the States conclusions. In addition, the NRC staff proposes that such a meeting be coupled with a site visit to the Panna Maria Uranium Facility site in Hobson to facilitate the discussion of the unique and novel approaches proposed by the Rio Grande Resources Corporation.
