VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENTS AND GRANTING OF EXEMPTIONS RE: UPDATE TO TIER 1 FIGURE FOR STEAM GENERATOR SYSTEM AND MAIN STEAM SYSTEM (LAR-19-004) (EPID L-2019-LLE-0008)
Dear Mr. Whitley:
In response to your application dated March 29, 2019 the U.S. Nuclear Regulatory Commission has granted the enclosed Exemptions and issued the enclosed Amendment Nos. 164 and 162 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The amendments consist of changes to the plant-specific Tier 1 information, with corresponding changes to Appendix C of the facility COLs.
For consistency with UFSAR Tier 2 Figure 10.3.2-2, the LAR proposes a change to Tier 1 (and associated COL Appendix C) Figure 2.2.4-1 (Sheet 3) to relocate the auxiliary steam header isolation valve from the same header as the turbine bypass valves to a new header. The exemptions allow changes that impact Tier 1 of the PS-DCD and Appendix C of the facility COLs as specified in the License Amendment Request (LAR-19-004). These exemptions are related to, and necessary for, the granting of the license amendments which are being issued concurrently.
A copy of the related Safety Evaluation, which includes the staffs evaluation of the amendments and exemptions is enclosed. The notice of issuance of the amendment and the exemption documents included in this letter will be published in the Federal Register.
