OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON AUGUST 13, 2019 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Companys (SNC, or licensee) staff at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland on August 13, 2019. The purpose of the meeting was to identify ways that NRC staff may safely reduce the processing time for its 10 CFR 52.103(g) finding following receipt of all ITAAC complete notification (required by 10 CFR 52.99(c)(4)) for SNC's Vogtle Electric Generating Plant, Units 3 and 4.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession Number ML19224C095. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. The meeting slides used during the discussion can be found under Accession Number ML19224A924.

Summary of Meeting:

On August 13, 2019, the NRC staff held a public meeting with SNC to discuss how NRC staff may reduce the processing time for its 10 CFR 52.103(g) finding following receipt of an all ITAAC complete notification. The NRC provided opening comments and the caveat that time durations shown in the presentation are draft and should not be considered final.

After staff presented key messages on how the time to process the finding may be reduced, staff compared the stretch goal timeline against the timeline shown in NRR-LIC-114 / NRO Office Instruction NRO-REG-106, Title 10 of the Code of Federal Regulations (10 CFR)

Section 52.103(g) Finding and Communication Process, (Accession Number ML18267A001),

which describes the steps and regulatory activities necessary to support making the 10 CFR 52.103(g) finding that all acceptance criteria in the combined license are met. The office instruction includes a 52.103(g) Finding Timeline for which it projected a 17-day timeline that it would take to complete the process.

The staff presented a stretch goal schedule, which serves as a starting point to explore how the staff can reduce the 17-day timeline. The staff noted that it did not expect to modify the timeline from the office instruction. The staff and SNC discussed conditions and prerequisites that SNC would have to meet to reduce the time needed. The staff developed the stretch goal that represents the best-case scenario where all conditions and prerequisites are met.

The staff discussed a proposed public meeting on September 10, 2019, to exercise different scenarios for the 10 CFR 52.103(g) process. The exercise will allow better understanding of issues that could affect the timeline.
