Dear Ms. Haney:
Department of Homeland Security Region IV 3003 Chamblee-Tucker Road Atlanta, Georgia 30341 FEMA Enclosed is a c9py of the final after action report for the April 30, 2019, Harris Nuclear Plant Full participation plume phase exercise. This report addresses the evaluation of plans and preparedness for the State of North Carolina and Wake, Chatham, Harnett, and Lee Counties within the 10-mile emergency planning zone.
This successful exercise demonstrated the State of North Carolina and the affected counties' commitment to public health and safety. The Federal evaluators did not identify any Level 1 or Level 2 findings during the exercise.
Based upon results from the April 30, 2019 exercise and FEMA's review of the North Carolina's Annual Letter of Certification (2018), offsite radiological emergency response plans and preparedness of the State of North Carolina and appropriate local jurisdictions site-specific to the Harris Nuclear Plant can be implemented. They are adequate to provide reasonable assurance that appropriate measures can be taken off site to protect the health and safety of the public in the event of a radiological emergency at the site.
Therefore, the Title 44 CPR, Part 350, approval of the offsite radiological emergency response plans and preparedness site-specific to the Harris Nuclear Plant granted on March 28, 1989, will remain in effect.
