Dear Mr. Wilson:
The Commission has issued the enclosed Amendment No. 9 to Facility License No. R-75 for the Washington State University TRIGA research reactor. The amencment is in resconse to your application dated August 15, 1973, as supclemented February 13, 1979.
This amendment increases the maximum centained U-235 you are authorized to receive, possess and use from 13.0 kilograms (kg) to 25.0 kg. The amendment changes the license to reflect the percent enrichment of U-235, total maximum amount of special nuclear material (SNM) exempt,and how exempt (i.e.,10 CFR 73.5(b)), and the total amount of SMM authorized. The amendment also provides changes to the Technical Specifications in the area of reactivity limitations.
By letter cated August 25, 1978, you submitted an amendment to your physical security plan. We have reviewed your amendment and since it is only an administrative modification to your security plan, we find it acceptable.
As we have discussed with you, this amendment also identifies your currently approved security plan with revisions and incorcorates security plan req-uirements as a conditio1 of the license.
Future changes which do nct decrease the effectiveness of your plan do not require ;:rior NRC approvai but snculd continue to be recorted as provided in 10 CFR 550.5a(p).
Changes wnich do redre prior NRC a;croval shculd be identified as license amendment requests.
The documents comprising the currently acproved security plan for the Washingto1 State University facility and our evaluation findings have been placed in the Commission's files.
