This refers to your application dated April 23, 1979 for renewal of Special Nuclear Material License SNM-1473 which expired on flay 31, 1979.
This license had permitted Nuclear Assurance Corporation to possess loaded packages approved pursuant to 10 CFR Part 71 for the purpose of delivery to a carrier for transport and in private carriage between licensed facilities within the United States.
We have reviewed the subject application and find that Nuclear Assurance Corporation would not have effective possession of the radioactive material because the packages are loaded by the facility licensee.
Therefore, your application of April 23, 1979 for renewal of Special Nuclear Material License No. SNM-1473 is denied.
Pursuant to the Commission's " Rules of Practice," Title 10, Code of Federal Regulations, Part 2, you may request a formal hearing in this mattar by filing a written request with the Office of the Secretary, United States Nuclear Regulatory Commission, Washington, D.C. 20555, within thirty (30) days after the issuance of this notice of denial.
