SAFETY EVALUATION REPORT - POINT BEACH NUCLEAR PLANT, UNITS 1 AfiD 2 - EVALUATION OF SAFETY INJECTION SYSTEM ACTUATION TECHNICAL SPECIFI-CATION CHANGE REQUEST NO. 62 (TACS 11631, 11632)

By letter dated April 27, 1979 and subsequent letters (see references),

the Wisconsin Electric Power Company requested amendments to Facility Operating Licenses DPR-24 and DPR-27 to incorporate changes to the Technical Specifications for the Point Beach Nuclear Plant Units i and 2.

The proposed chaages are the results of modifications proposed in response to the directions of IE Bulletin No.79-06A, Revision No.1, dated April 18, 1979.

The Plant Systems Branch has reviewed the electrical,, instrumentation and control (EI&C) systems aspects of the proposed change (elimination of the low pressurizer level signal as the safety injection signal) in accordance with the requirements of IEEE Std. 279-1971.

Our Safety Evaluation Pseport is enclosed.

Based on our review, of the EI&C aspects of the licensees submittal, we conclude that the proposed modifications to the safety injection actuation system logic satisfy the requirements of IEEE Std. 279-1971 and that the associated Technical Specification changes are correct; and therefore, are acceptable.
