APPLICATION FOR AMENDMENT OF CONSTRUCTION PERMIT NO. CPPR-147 Kansas Gas and Electric Company and Kansas City Power & Light Company
("Permittees") are presently the ex, usive owners and constructors of the Wolf Creek Generating Station, Unit No. 1 ("WCGS") and the holders of Nuclear Regulatory Commission Construction Pe nit No. CPPR-147.
By this application, Permittees and Kansas Electric Power Cooperative, Inc.
("KEPCo") respectfully request that the Nuclear Regulatory Commission amend Construction Permit No. CPPR-147 to include KEPCo as a co-owner of WCGS and a co-holder of the Consttuction Permit, consistent
.th the agreements between Permittees and KEPCo as hereina#ter described.
Kansas Gas and Electric Company will retain ex:lusive responsibility for the design, construction and operation of WCGS.

KEPCo is a non-profit cooperative corporation of twenty-six members, as listed in Appendix A.
The members are rural electric distribution cooperatives serving rural areas in Kansas.
Each of the members has been fc_ the most part financed with loans from the Rural Electrification Administration.
KEPCo will be th e wholesale power supplier for each of its members.

Financial Qualifications i
a.
Agreements Permittees and KEPCo intend to enter into egreements providing for their joint participation in the ownership of WCGS.
The principal elements of the agreements are that Permittees will sell to KEPCo a 17% undivided interest in WCGS and its common facilities.
The purchase price to be paid will be 17 % of th e Permittees' costs incurred through tle date of closing.
The 1980.
The intended closing is to be no later than March 31, source of KEPCo's interim financing is National Rural Utilities Cooperative Finance Corporation.
The sale is conditional upon receipt by KEPCo of satisf actory long-term financing and receipt of certain governmental approvals.
An alternative later closing date, June 30, 1980, is conditionally provided in the event that KEPCo fails to receive the contemplated long-term REA loan satisfactory long-term loan elsewhere.

Source of KEPCo Payments for Ownership Participation in WCGS KEPCo's source of capital to fund its share of WCGS is intended to be a 35 year loan, approved and guaranteed by the Rural Electrification Administration, from the Federal Financial Bank.

Security Agreement KEPCo agrees, pursuant to 10 CFR S50.37, that it will not permit any individual to have access to Restricted Data until the Civil Service Commission shall have made an inv stigation and a t.e character, report to the Nuclear Regulatory Commission on associations and loyalty of the individual, and the Nuclear Regulatory Commission shall have determined that permitting such person to have access to Restricted Data will not endanger the common defense and secarity.
