7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET N0. 50-344 PORTLAND GENERAL ELECTRIC COMPANY THE CITY OF EUGENE, OREGON PACIFIC POWER & LIGHT COMPANY NOTICE OF ISSUANCE ~0F AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regu'atory Comission (the Commission) has issued Amendment No. 41 ts Facility Operating License No. NPF-1 issued to Portland General Electric Company, the City c. Eugene, Oregon, and Pacific Power and Light Company which revised Technical Specifica+. ions for operation of the Trojan Nuclear Plant (the facility), located in Columbia County, Oregon.

The amendment is effective as of its date of issuance.

The amendment deletes pressurizer level as an input to %fety injection actuation, and requires actuation of safety injection based on two out of three channels of low pressurizer pressure.

The application for amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act),

and the Commission's rules and *egulations.

The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

Prior public notice of this amendment was not required sine the amendment does not involve a significant haz.irds consideration.

The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 51.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal net not be prepared in connection with issuance of this amendment.

For further details with respect to this action, see (1) the application for amendment dated June 6,1979, as supplemented June 20, 1979, (2) A nendment No. 41 to License No. NPF-1, and (3) the Commission's related Safety Evaluatian.
