Gentlemen:

This refers to the inspection conducted by Messrs. E. R. Schweibinz

and W. A. Hansen of this office on April 24-26, 19i9, of activities

at the Callaway Unit 1 construction site authorized by NRC Construction

permit No. CPPR-139 and to the discussion of our firdings with

Mr. Weber and others of the Callaway staff at the conclusion of the

inspection.

The enclosed copy of our inspection report identifies areas examined

during the inspection. Within these areas, the inspection consisted

of a selective examination of procedures and representctive records,

observations, and interviews with personnel.

Certain other activities, set forth in the enclosed Appendix A to

this letter, appear to be a deviation from commitments which you

have made in previous correspondence with the Commission.

Please

advise us in writing within thirty days of the corrective action you

have taken or plan to take, showing the estimated date of completion

with regard to this deviation.

In accordance with Section 2.790 of the NRC's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, a copy of this letter,

the euclosures, and your respcase to this letter will be placed in

the NRC's Public Document Room, except as follows.

If the enclosures

contain information that you or your contractors believe to be

proprietary, you must apply in writing to this office, within twenty
