1.0 Background

From the analysis of material accounting practices at a specific l

nuclear facility, under NRC-02-78-049 (FIN 8-6393), it was deter-mined that LEID (Limit of Error Inventory Difference) caiculations performed by that facility required s'ubstantiation since the strong possibility of procedural errors by the facility was determined to exist.

Data for inventory periods beginning in February 1976 for the facility has already b2en obtained by NRC under NRC-02-78-049.

It is desired to independently calculate the LEID for a number of these periods.

This work was noc covered under the Work Statement for NRC-02-78-049.

2. 0, Work Recuired The Contractor shall obtain the data ' rom NRC for at least twelve inventory periods commencing Februrary * '. and independently calculate LEID in accordance vith regulit e,

and established NRC procedures.

These procedures must be reviewed by the NRC Project Manager prior to the calculations.

(They are based upon Jaech's

Multiplicative Model, reference Statistical Vethods in Nuclear Material Control, Atcmic Energy Ccamission Puolication, 110-26248, Dec. 19/3.) Upon completion of the calculations, the Contractor shall compare the results with those cbtained frca the facility and present the findings to the NRC Project Manager.

3.0 Final Report The Contractor will provide a final report to the NRC Project Manager docurrnting the methodology, presenting the results of the calculations, the comparison with facility calculations, and observations for possible discrepancies.

This report shall be due on the last day of the period of perfernance of this contract.

4.0 Peetings The Contractor shall schedule two trips to NRC Headquarters in Silver Spring, Maryland, for the purposa of data-gathering and pcrticipatien in the final briefing.

These trips are not ex-pect2c to exceed one day in duration.

The Contractor shall also schedule one trip to the facility for technical liaison which is not expected to exceed one day duraticn.

Page 3 of 5 NRCO2-79-044 ARTICLE II - PERIOD OF PERFORMANCE Performance under this contract will be for a period of four months from date of contract award at which time, all work shall have been ts oleted and reports submitted.

ARTICLE III - CONSIDERATION In full consideration of the Contractor's performance hereunder, NRC shall pay the Contractor as follows:

Scientist - $43.88/hr.

Secretarial - $16.60/hr.

Estimated to be two-man months.

Other direct costs shall be billed at cost plus 18%.

Comestic travei expens incurred by the Contractor in direct performance provided such travel is necessary for the performance of thi: contract and not exceeding:

a.

Cost of air travel by most direct route.

First class accommoda icns may be used if (1) less '_han first-class is not available providing reservation was recuested within 2, hours af ter the traveler had knc.-ledge of the trip; (2) less than first-class requires circuitcus routing, (3) less first-class requires travel t) begin or end at unreasonable snan hours (ice., if scheduled flight time is before 8:00 a.m. and scheduled arrival is after 9:00 P.m.); (4) less than first class would result in additional direct costs which offset the trans-portation savings; or (5) less than first-class will not make connections with other flights or transportation for continuation of the journey; which greatly increases the duration of t.Le flicht; or (6) less than first-class would offer acccmmodations which are not reasonably adequate for the physical or medical needs of the traveler b.

VI.2 - DISSEMINATION OF CONTRACT INFORMATION The Contractor shall not publish, permit to be published, or distribute for public consumption any information, oral or written, concerning the results or conclusions made pursuant to the performance of this contract, without the prior written consent of tne Contracting Officer. The Contracting Officer is rcsponsible for directing or negotiating any changes in terms, conditions, or amounts cited in the contract.

For guidance frca the CCAR to the Contractor to be valid, it must:

(1) be consistent with the description of work set forth

in this contract; (2) not constitute new assignment of work or change of the expressed terms, conditions, or specificaticos incorporated into this contract; (3) not constitute a basis for an extension to the period of performance or contract delivery schedule; I4) not constitute a basis for any increase in the contract price.

If the Contractor receives guidance from the COAR which the Contractor feels is not valid under the criteria cited above, the Contractor shall immediately notify the COAR.

If the COAR and the Contractor are not able to resolve the questions within five days. the Contractor shall notify the Contracting Officer.

The Centractor shall insure that all employees designated as key perscnnel if any, under the contract abide by the previsicn of this clause. If the Centractor believes with respect to itself or any such employee that any proposed censultant or other contractual arrangement with any fim or crganization may involve a possible conflict of interest, the centracter shall obtain the written approval of the Centracting Officer prior to execution of such centractual arrangement.

Subcon+.racts The Contractor shall notify the Centracting Officer reasonably in advance of entering into any subcontract which exceeds 5 percent of the total estimated cost of this contract.
