Areas Inspected: Routine, unannounced inspection by regional based inspectors of nuclear material control and accounting including:
(1) records and reports; and (2) physical inventory.
The inspection involved 40 inspector-hours onsite by two NRC regional based inspectors.

Records and Reports An audit of the nuclear material control records and reports was conducted covering the physical inventory report p -iod December 27, 1978, to Fe' uary 21, 1979.
The audit derermined the status of licensee compliance with 10 CFR 70.42, 7r.51(b), 70.53, 70.54 and 70.58(k).
The licensee had obtained the necessary documentation and copies d
of current licenses in order to verify authorized type, form, and quaacity of special nuclear material before transferring SNM to another licensee, as required by 10 CFR 70.42.
The licenree is keeping records showing receipt, inventory and transfer of all special nuclear material in his possession, as required by 10 CFR 70.51(b).

All the line items on the above SNM inventory report were traced l
to the source documents and crosschecked to the records maintained.
The Nuclee.r Material Transaction Reports, Form NRC-741, were audited on all receipts and removals for this period.
The forms filed by the licensee were prepared in accordance with 10 CFR 70.54 requirements.
I The SNM inventory report far the period ending February 21, 1979 reflected an acceptable inventory difference (ID) that was within the limiting condition of CFR 70.53(b)(1).

. The licensee complies with the requirements of 10 CFR 70.58(k) in that the system of records and repor-
,vides information sufficient to locate special nuclear matt.
and to close a measured material balance around each material balance area and total plant.
The inspection revealed that inventory results agreed with the re-onciliation of the control and subsidiary accounts.
No items of noncompliance were identified.

Physical Inventory Beginning Fabruary 21, 1979, the licensee *.uok a physical inven-tory which was observed by NRC Region I i,spectors.
During this inspection the inspectors reviewed the 'icensee's reconciliation of the inventory.
Records of the inve:cory were checked by the inspectors for the use of proper fat ars, accurate extensions of line items, accurate page and summary totals and changes of line items from those observed by the inspectors during the inventory.
Also checked was the licensee's audit of the inventory listing.
The inspectors audited records required by 10 CFR 70.51(e)(4)
(IV) and (V) which showed the senmarization of the ending inven-tory of material in process, additions to material in process, removals from process, unopened receip 3 and ultimate products.
No items of noncompliance were identified.

_ Exit Interview The inspectors met with the licensee representatives (denoted in paragraph ') at the conclusion of the inspection on March 22, 1979.
The inspectors summarized the scope and findings of the inspection.
