7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKETS NOS. 50-269, 50-270 AND 50-287 DUKE P0kiER COMPANY NOTICE OF ISSUANCE OF AMENDMENTS TO FACILI1Y OPtRATING LICENSES The U. S. Nuclear Regulatory Comnission (the Comnission) has issued Amendments Nos. 73, 73 and 70 to Facility Operating Licenses Nos. DPR-38, DPR-47 and CPR-55, respectively, issued to Duke Power Company, which revised Technical Specifications for operation of the Oconee Nuclear Station, Units Nos. 1, 2 and 3 located in Oconee County, South Carolina.

The arendments are effective as of the date of issuance.

The anendnents revise the Station's connon Technical Specitications to support the operation of Ocor.ee Unit No. 3 at full rated power during Cycle 5 af ter core reload.

These amendments also revise the Technical Specifications for Units Nos. 1, 2 and 3 in regard to power level cut-off.

Also included in this action is the ternination of the July 6,1978 Exemption (43 F.R.

31074, July 19,1978) for Oconee Unit No. 3 from the requirements of 10 CFR 50.46(a)(1).

The application for tha amendrents complies with the standards and requirenents of the Atomic Energy Act of 1954, as anwnded (the Act), and the Cornissior's rules and regulations.

The Connission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license anendments.

Prior public notice of these amendments was not required since the amendments d.o not involve a significant hazards consideration.

7590-01 The Comission has detemined that the issuance of these amendments will not result in any significant environmental impact and that pursuant to 'O CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in cunnection with these amend ents.

For further details with respect to this action, see (1) the application for amendmnts dated March 30, 1979, as supplemented May 17,1979,(2)

Amendments Nos. 73, 73 and 70 to Licenses Nos. DPR-38, DPR-47 and DPR-55, respectively, and (3) the Commission's related Safety Evaluation.

All of these items are available for public inspection at the Comission's Public Document Room, 1717 H Street, N.W., Wn hington, D.C. and at the Oconee County Library, 201 South Spring Street, Walhalla, South Carolina.

A copy of items (2) and (3) may be obtained upon request addressed to the U. S.
