Dear Mr. O'Reilly:

Vepco has reviewed IE Bulletin 78-12, dated September 26, 1978 forwarded by NRC letter dated September 26, 1978 and supplement IE Bulletins78-12A, dated November 24, 1978, and 78-12B, dated March 19, 1979. These bulletins address the subject of atypical weld material in reactor pressure vessel welds.

Babcock & Wilcox (B&W) the manufacturer of the North Anna 3 and 4 vessels, has prepared a generic report to the NRC entitled " Records Investi-gation Report Related to Off-Chemistry Welds in Material Surveillance Speci-mens and Response to IE Bulletins 78-12 and 78-12A Supplement," dated March, 1979. This report indicates that there is no atypical weld metal in the North Anna 3 and 4 reactor pressure vessels.

Vepco, through review of materials records for the vessels filed at the North Anna site, has verified that the informdtion presented in the B&W report covers all applicable welding wire employed for the 3 and 4 vessels.

Vepco has concluded, based upon this review, that no atypical weld metal was used in the North Anna 3 and 4 vessels.

The B&W report and Vepco review provide all required responses to IE Bulletin 78-12 as supplemented by IE Bulle ins78-12A, and 78-12B.
