Dear Er. Hendrie:
I listened to your testimony in front of Senator Eart's Conzittee with great interest and wish to correct a gross inaccuracy which you have apparantly been told by your staff.
"Harrisburg could have been evacuated in two hours; smaller towns in one."
I have no knowledge of the plans for Earrisburg, but I serve on the Civil Defense for iartic Township, Lancaster County Pa. ahich is located as indicated above and have been since February 1978. My husband is the Medical Officer for our group. We have never even cet, such less are ready to handle an evacuation in one hour. Seeing this problem, ny husband contacted Chad Coonbs in the state organization over two conths before the accident at Three Mile Island and the Lancaster Office over a year ago. No answer was received and no action taken. To my knowledge, the southern end of the county has never had a drill of any sort; yet it is bracketed on both sides by reactors, with a third plan-ned for Early Site Review IF your office accepts the avalication, which I am sure in prudence they will not do at this time. The citizens re-ceived one nailing this year and that is the extent of coverage.
If I understood you correctly, all the utilities cust file an evacuation plan in order to be licensed. This must be a ltorhole, because filing e plan does not rean it is it lerented. I en ene cf

Making mistakes in the past does not automatically doom one to cor.tinuing to nake them. Luckily, we are not overly dependent on these plants yet, only to the level of 136 of our electric power so rethinking is possible although expensive and painful.
I do not oppose nuclear power as such, when the waste and safety issues are resolved. But running a car with questionable brakes is the height of stupidity. You are in a recall situation.
