NUCLEAR REGULATORY COMMISSION 5 f.h [j [S WASHING TON, D. C. 20ss5 h,' h s

May II, 1979 MEMORANDUM FOR:

Ben Rusche, Meted FROM:

John T.

Collins, NRC

SUBJECT:

DESIGN CRITERIA FOR INTERIM STORAGE OF SOLID WASTE Until an engineered structure is provided for temporary ons i te storage o' solid waste, interim storage of solid waste may be provided in non-engineered settings in accordance with the criteria given below.

A.

STRUCTURE The structure for tenporary storage of filter and resin liners may consist of individual excavated cells or elevated cells which are provided with adequate shielding.

The cells shall be provided with nultiple layers of protection to minimize the potential for contamination of the surroundings.

The filled liner shall be set in a galvanized drip pan.

The liner and drip pan shall be set in a carnigated galvanized cylinder with a welded bottom plate.

The cylinder and plate structure shall be leak tested by filling with water prior to use.

The cylinder shall be protected from the surrounding shield material (ea r th,

sand, gravel, etc.) by plastic sheeting.

The cell shall be provided with a plug (concrete or equivalent) and surrounding shield material to limit contact dose rates to less than 5 nr/hr.

The top of the cell, including plug and shield material, shall be sloped to shed water away from the cell.

The s loped portion of the cell shall be covered with plastic sheeting to prohibit rain water from collecting in the cell, 3.

FILTER AND RESIN LINERS The liners shall be designed and frabicated for a lifetime well in excess of expected interim storage in excavated cells including subsequent engineered storage onsite.

The liners shall be protected from corrosion (i.e. painted).

GENERAL The resin and filter liners may remain in the earthen cells until such time as the engineered storage pad is ready to

~

accept liners or until the liner becomes shippable.

I f shipping casks are available and burial site acceptance is obtained, the liners shall be packaged and transported as logistics permit.
